FINALITÀ E CARATTERISTICHE DELLA STRUTTURA/PURPOSE AND CHARACTERISTICS OF THE STRUCTURE
Art. 1
La Struttura Residenziale Psichiatrica Villa Belvedere è una struttura specializzata nel trattamento dei disturbi psichiatrici, finalizzata a fornire, in un contesto comunitario, valutazioni cliniche e trattamenti accurati in un ambiente consono. La struttura dispone di n°14 posti letto accreditati e di n°14 posti letto autorizzati con Decreto del Commissario ad Acta N°U00037 del 26/02/2020 secondo L.R. 4/03 e s.m.i. – R.R. 20/19
The Villa Belvedere Psychiatric Residential Structure is a structure specialized in the treatment of psychiatric disorders, aimed at providing, in a community context, clinical evaluations and accurate treatments in a suitable environment. The structure has 14 accredited beds and 14 beds authorized with the Commissioner’s Decree ad Acta N° U00037 of 26/02/2020 according to L.R. 4/03 s.m.i. – R.R. 20/19
Art. 2
La Struttura Residenziale Psichiatrica Villa Belvedere garantisce ai ospiti un elevato livello di assistenza Sanitaria, Psichiatrica e Sociale, per mantenere il più possibile attive le capacità fisiche, mentali, affettive e relazionali degli ospiti, per limitare ulteriori perdite di autonomia e per tentare di raggiungere il totale reinserimento nella società.
Art. 2 The Villa Belvedere Psychiatric Residential Structure guarantees guests a high level of health, psychiatric and social assistance, to keep the physical, mental, emotional and relational abilities of the guests as active as possible, to limit further losses of autonomy and to try to reach the total reintegration into society.
Art. 3
La Struttura Residenziale Psichiatrica Villa Belvedere si impegna a mantenere attivi tutti i rapporti in essere al momento del ricovero dell’ospite, siano essi riferiti a familiari, parenti, amici, favorendo momenti di incontro e relazione. La Struttura Residenziale Psichiatrica Villa Belvedere ritiene fondamentale per il migliore inserimento dell’ospite il contributo attivo dei parenti e degli amici.
Art. 3 The Villa Belvedere Psychiatric Residential Structure undertakes to keep active all existing relationships at the time of hospitalization of the guest, whether they refer to family members, relatives, friends, encouraging moments of encounter and relationship. The Villa Belvedere Psychiatric Residential Structure considers the active contribution of relatives and friends to be fundamental for the best integration of the guest.
Art. 4
La Struttura Residenziale Psichiatrica Villa Belvedere opererà costantemente per il raggiungimento delle finalità definite agli articoli precedenti, organizzando i propri interventi e propri servizi non su prestazioni stabilite, ma su obiettivi personalizzati per cercare di soddisfare nel migliore modo possibile le necessità dell’ospite. Tale metodo di lavoro deriva dal fatto che consideriamo l’ospite non solo come portatore di bisogni ma anche come portatore di risorse e motivazioni a vivere.
Art. 4
The Villa Belvedere Psychiatric Residential Structure will constantly work to achieve the purposes defined in the previous articles, organizing its interventions and services not on established services, but on personalized objectives to try to satisfy the guest’s needs in the best possible way. Art. 5
Al momento dell’ingresso, all’ospite viene assegnata una camera secondo il criterio della proposta e della scelta fra quelle disponibili. Qualora esigenze di vita comunitaria lo richiedono, può essere disposto dalla Direzione il trasferimento in altra camera, previa informazione del o dei Referenti. Le camere a due letti verranno assegnate a persona dello stesso sesso laddove possibile.
Art. 5
Upon entry, the guest is assigned a room according to the criterion of the proposal and the choice among those available. If needs of community life require it, the Management can arrange for a transfer to another room, subject to prior information of the Contact Person (s). Twin bedded rooms will be assigned to same-sex person wherever possible.Art. 6
L’ospite può, nei limiti delle disponibilità e delle esigenze altrui:
– scegliere il compagno di camera. Ai coniugi e ai fratelli è riservata di norma una stanza comune;
– personalizzare la camera con oggetti personali (foto o altro) con l’assenso della Direzione e del compagno/a di camera; – soggiornare liberamente nella camera;
– utilizzare tutti gli spazi comuni interni ed esterni alla struttura.
Art. 6
The guest can, within the limits of the availability and needs of others: – choose your roommate. A common room is usually reserved for spouses and brothers; – personalize the room with personal items (photos or other) with the consent of the Management and roommate; – stay freely in the room; – use all the common areas inside and outside the structure.
Art. 7
L’ospite nei limiti delle possibilità personali si deve impegnare ad osservare le fondamentali regole di igiene personale e dell’ambiente, nonché a tenere un comportamento rispettoso delle norme relative ad una corretta convivenza.
Art. 7
Within the limits of personal possibilities, the guest must undertake to observe the fundamental rules of personal and environmental hygiene, as well as to respect the rules relating to proper coexistence.
Art. 8
Il Direttore può allontanare il ospite dalla struttura qualora questi tenga un comportamento ed una condotta incompatibile con la vita comunitaria e commetta gravi infrazioni al regolamento interno della struttura. I parenti o la persona Referente sono tenuti a trovare adeguata sistemazione del ospite medesimo.
Art. 8
The Director can remove the guest from the structure if he behaves and behaves in a way that is incompatible with community life and if he commits serious violations to the internal regulations of the structure. The relatives or the contact person are required to find adequate accommodation for the guest.
Art. 9
L’ospite deve rispettare l’obbligo di non fumare nelle camere e in quegli ambienti all’interno della struttura dove ne è fatto esplicito divieto.

Art. 10
L’ospite ha l’obbligo di non lavare oggetti di qualsiasi genere, compresa la biancheria intima, nei lavandini dei bagni. Non è consentito ai ospiti tenere presso le camere stufette elettriche, ferri da stiro, fornelli a gas o elettrici. Non è altresì consentito, agli ospiti, tenere animali presso di loro.
Art. 10
The guest is obliged not to wash objects of any kind, including underwear, in the bathroom sinks. Guests are not allowed to keep electric heaters, irons, gas or electric stoves in the rooms. It is also not allowed for guests to keep animals with them.
Art. 11
Le modalità con cui vengono gestiti i permessi di uscita dell’ospite sono descritte all’interno del Contratto Terapeutico, di norma non sono consentite uscite per gli ospiti che hanno misure di sicurezza restrittive, se non con gli operatori.
Per tutti gli ospiti è necessario concordare con la Direzione la possibilità di allontanarsi dalla struttura.
Art. 11The ways in which the guest’s exit permits are managed are described in the Therapeutic Agreement. Exits are normally not permitted for guests who have restrictive security measures, except with the operators. For all guests it is necessary to agree with the Management the possibility of leaving the structure.
Art. 12
In caso di gravissime condizioni di salute che si dovessero verificare, l’ospite su richiesta del medico curante dovrà essere trasferito in ospedale.

Art. 13
In caso di decesso, il personale provvede a sigillare gli armadi o la camera dove siano custoditi i beni del deceduto. Al tempo stesso deve essere data comunicazione ai parenti o alla persona Referente.

MODALITÀ AMMISSIONE E DIMISSIONE
Art. 14
L’accettazione avviene tutti i giorni, escluso il sabato, la domenica ed i festivi, dalle ore 9.30 alle ore 18.30.
Al momento del ricovero è necessario consegnare i seguenti documenti:
– La richiesta del ricovero del medico inviante (UVM).
– La tessera sanitaria.
– La carta d’identità o un documento di riconoscimento valido. – Il codice fiscale.
– Eventuale documentazione clinica precedente.
Art. 14
Acceptance takes place every day, except Saturdays, Sundays and holidays, from 9.30 to 18.30. At the time of admission it is necessary to deliver the following documents: – The request for hospitalization by the referring doctor (UVM). – The health card. – The identity card or a valid identification document. – The tax code. – Any previous clinical documentation.
Art. 15
Per rendere il ricovero definitivo è necessario accettare e sottoscrivere il Contratto Terapeutico che viene consegnato all’ingresso.
I ricoveri possono avvenire in forma volontaria ed ogni ospite può in qualunque momento decidere di interrompere il proprio ricovero, salvo ovviamente che non sussistano elementi per un T.S.O. o che l’ospite sia interdetto.
Non sono ammessi ricoveri nelle seguenti situazioni:
donna in stato di gravidanza;
malattie infettive e/o parassitarie che richiedano isolamento sanitario;
patologie mediche non psichiatriche che necessitano di interventi specialistici complessi e/o continuativi in fase di acuzie
patologie psichiatriche gravi tali da necessitare il ricovero in SPDC o SPOI;
non appropriatezza clinica della richiesta di ricovero;
incompatibilità relazionale e/o comportamentale;
non accettazione del “Consenso informato al Trattamento” MD93;
prescrizioni giuridiche limitative della libertà personale (da valutare caso per caso).
To make the hospitalization definitive it is necessary to accept and sign the Therapeutic Contract that is delivered at the entrance. The admissions can take place on a voluntary basis and each guest can at any time decide to interrupt their hospitalization, unless of course there are no elements for a T.S.O. or that the guest is forbidden. No admissions are allowed in the following situations:
pregnant woman;
infectious and / or parasitic diseases that require sanitary isolation;
non-psychiatric medical pathologies that require complex and / or continuous specialist interventions in the acute phase serious psychiatric pathologies such as to require hospitalization in SPDC or SPOI;
clinical inadequacy of the request for hospitalization; relational and / or behavioral incompatibility;
non-acceptance of the “Informed Consent to Treatment” MD93;
legal prescriptions limiting personal freedom (to be assessed on a case-by-case basis).
Art. 16
Al momento dell’ammissione viene sottoscritto da parte dell’ospite o di un familiare incaricato copia del presente regolamento, del quale verrà consegnata copia.
Art. 16
Upon admission, a copy of these regulations is signed by the guest or a relative in charge, a copy of which will be delivered.
Art. 17
Le dimissioni avvengono di norma dal lunedì al venerdì entro le ore 18.00. Non si effettuano dimissioni nei giorni festivi.
Si può provvedere alle immediate dimissioni di un ospite qualora:
– Siano mutate le condizioni cliniche tanto da predisporre il trasferimento presso altra struttura;
– L’ospite non rispetti quanto contenuto nel Contratto Terapeutico che viene fatto firmare al momento dell’ingresso.
Il giorno della dimissione viene consegnata al ospite la relativa documentazione sanitaria indirizzata per conoscenza anche al medico curante e/o inviante del degente.
Art. 17
Resignations usually take place from Monday to Friday by 6.00 pm. No resignations are made on public holidays. A guest can be immediately discharged if: – The clinical conditions have changed to such an extent that the transfer to another facility has been arranged; – The guest does not respect the contents of the Therapeutic Contract that is signed upon entry. On the day of discharge, the relative health documentation is delivered to the guest, also addressed to the doctor treating and / or sending the patient for information.
SERVIZI FORNITI AGLI OSPITI/SERVICES PROVIDED TO GUESTS
Art. 18
La Struttura Residenziale Psichiatrica Villa Belvedere garantisce i seguenti servizi:
– camere sia a due che ad un posto letto con servizi,- uso degli spazi comuni interni (sala televisione, ecc…) ed esterni,
– riscaldamento ed uso di acqua corrente calda e fredda,- disponibilità di impianti di comunicazione che consentono la ricezione o la chiamata verso l’esterno,
– vitto completo nel rispetto della tabella dietetica approvata dal servizio di igiene pubblica e del territorio dell’ASL, inoltre vi è la possibilità di diete particolari su prescrizione medica o secondo culto,
– assistenza sanitaria generica e psichiatrica. Inoltre viene garantita l’assistenza infermieristica e la fornitura di materiale sanitario per l’igiene personale,
– attività di animazione e socializzazione,
– manutenzione e lavaggio biancheria di uso corrente (lenzuola, asciugamani, tovaglie), – assistenza religiosa su richiesta.
Art. 18
The Villa Belvedere Psychiatric Residential Structure guarantees the following services: – double or single bed rooms with bathroom, – use of internal (television room, etc …) and external common areas, – heating and use of hot and cold running water, – availability of communication systems that allow the reception or call to the outside, – full meals in compliance with the dietary table approved by the public health service and the ASL territory, there is also the possibility of special diets on prescription or according to cult, – general and psychiatric health care. Furthermore, nursing assistance and the supply of sanitary material for personal hygiene are guaranteed, – entertainment and socialization activities, – maintenance and washing of household linen (sheets, towels, tablecloths), – religious assistance on request.
Art. 19
Il vitto è adeguato ai bisogni dietetici degli ospiti secondo le prescrizioni del medico o secondo culto. Il menù giornaliero viene predisposto dalla Direzione, cercando di rispettare il più possibile le esigenze degli ospiti e servito nella sala da pranzo oppure, previa autorizzazione del personale in camera.
Art. 19
The food is adapted to the dietary needs of the guests according to the prescriptions of the doctor or according to cult. The daily menu is prepared by the Management, trying to respect the needs of the guests as much as possible and served in the dining room or, subject to the authorization of the room staff.
Art. 20
Gli ospiti e/o i loro familiari possono presentare reclamo scritto a seguito di disservizio, atto o comportamento che abbia negato o limitato la fruibilità delle prestazioni o segnalare eventuali suggerimenti, proposte e consigli finalizzati al miglioramento delle stesse.

Art. 21
In caso di brevi assenze per motivi familiari e per ricoveri ospedalieri non superiori a 30 giorni è assicurato all’ospite il mantenimento del posto. In questi casi la quota sanitaria sarà sospesa.

Art. 22
Gli orari di apertura al pubblico dell’Ufficio Amministrativo sono: dal lunedì al venerdì dalle ore 9.30 alle ore 12.30.
Gli orari di visita sono:
Venerdì, Sabato e Domenica, al mattino dalle 10.00 alle 11.30, alla sera dalle 17.00 alle 18.30.
Le visite sono ammesse negli orari sopra elencati purché non ostacolino l’attività terapeutiche e non arrechino disturbo al riposo degli altri ospiti. Il medico specialista può decidere di limitare o sospendere le visite nel caso in cui le condizioni psichiche di un ospite Io rendano necessario
Art. 22
The opening hours of the Administrative Office to the public are: from Monday to Friday from 9.30 to 12.30. Visiting hours are: Friday, Saturday and Sunday, in the morning from 10.00 to 11.30, in the evening from 17.00 to 18.30. Visits are allowed during the times listed above as long as they do not hinder the therapeutic activity and do not disturb the rest of the other guests. The specialist doctor may decide to limit or suspend visits in the event that the psychological conditions of a guest make it necessary
Art. 23
I pasti di norma vengono serviti:
– dalle ore 08:00/08:30 la prima colazione
– dalle ore 12:00/12:30 il pranzo
– dalle ore 18:30/19:00 la cena

RAPPORTI CON LA COMUNITÀ LOCALE E PARTECIPAZIONE DEGLI OSPITI ALLA VITA DELLA STRUTTURA. RELATIONS WITH THE LOCAL COMMUNITY AND GUEST PARTICIPATION IN THE LIFE OF THE STRUCTURE
Art. 24
La Struttura Residenziale Psichiatrica Villa Belvedere mette in atto tutte quelle iniziative rivolte ad attivare e rinsaldare i rapporti degli ospiti con la comunità locale ed i servizi sociali territoriali e del Volontariato, favorendone la partecipazione alla vita della struttura. La Comunità S.R.T.R.e. Villa Belvedere ritiene fondamentale, per raggiungere una corretta integrazione dell’ospite, la collaborazione dei familiari e dei conoscenti.
Viene inoltre garantita ai ospiti la possibilità di partecipare alle iniziative ricreative, culturali e sociali organizzate dalla struttura.
Art. 24
The Villa Belvedere Psychiatric Residential Structure implements all those initiatives aimed at activating and strengthening the relationships of the guests with the local community and the territorial and voluntary social services, favoring their participation in the life of the structure. The S.R.T.R.e. Community Villa Belvedere believes that the collaboration of family members and acquaintances is essential to achieve a correct integration of the guest. Guests are also guaranteed the opportunity to participate in the recreational, cultural and social initiatives organized by the structure.
Art. 25
La Comunità S.R.T.R.e. Villa Belvedere favorisce, nei limiti del possibile, la partecipazione degli ospiti alla organizzazione ed al buon andamento della struttura. A tale scopo l’ospite e/o i suoi familiari o la persona Referente sono pregati di rivolgersi alla Direzione per segnalare inadempienze o il mancato rispetto del presente Regolamento interno o comunque qualsiasi volta non vengono rispettati i diritti inalienabili di ogni persona.
La Direzione accoglierà con interesse ogni suggerimento, stimolo o proposta volti a migliorare la qualità dei servizi dati all’interno della struttura.
Art. 25
The S.R.T.R.e. Community Villa Belvedere favors, as far as possible, the participation of guests in the organization and good running of the structure. For this purpose, the guest and / or his family members or the Contact Person are requested to contact the Management to report non-compliance or non-compliance with these Internal Regulations or in any case the inalienable rights of each person are not respected. The Management will welcome any suggestion, stimulus or proposal aimed at improving the quality of the services given within the structure.
DISPOSIZIONE FINALE/FINAL PROVISION
Art. 26
Per tutto quanto non è previsto dal presente Regolamento interno si rimanda alla Carta dei Servizi, alle disposizioni previste dalla normativa Nazionale e Regionale in materia, nonché alle specifiche prescrizioni nelle convenzioni che regolano i rapporti della Comunità S.R.T.R.e. Villa Belvedere con i vari Enti.
Art. 26
For all that is not provided for by these Internal Regulations, please refer to the Service Charter, the provisions set out by the National and Regional legislation on the subject, as well as the specific provisions in the conventions that regulate the relationships of the S.R.T.R.e. Villa Belvedere with the various Bodies.
